ITS RANDOM. ITS A LOTTERY. In theory, one corp could get ALL the BPs. Not everyone will get a BP - you have no divine right to one. All you have done, is get a ticket (or lots of tickets) for the lottery.

Sending money is easy. Right click on the character (put it in your buddies section), and transfer the isk (choose the appropriate option). You could use escrow, or courier missions to transfer the property. Or a secure container with a secret p/w.
